Ben Delo stood before the heads of government of 56 countries in Antigua this week and made the largest private gift the Commonwealth has ever received. The British entrepreneur pledged $20 million to launch the Commonwealth Aspiration Fund, a new independent fund for education, youth employment, and enterprise across the Commonwealth’s member states.

The pledge, announced at the Commonwealth Heads of Government Meeting, is the seed, not the whole plan. Delo will lead the effort to build a $300 million endowment, and the fund will make grants to projects that improve the economic prospects of young people before it opens for business in 2027.

How the pledge is built

Delo’s $20 million comes in two parts: a lead gift of $10 million, and a further $10 million in matching funds meant to pull other donors in behind him. If the match works as designed, his pledge produces $30 million in total, a tenth of the endowment target.

The fund has been established under the leadership of Commonwealth Secretary-General Shirley Botchwey. It will be independent, work closely with the Commonwealth Secretariat, and operate under an oversight board. Its grants will go to projects in education and skills, and to what the fund calls the conditions for prosperity, the groundwork that lets young people in 56 very different countries find work and start businesses. It will also fund national capacity building inside member states.

An appeal aimed at other donors

Both Delo and Botchwey used the announcement to recruit. Botchwey said she hoped the gift would “put the Commonwealth Aspiration Fund on the map” and draw other philanthropists to the network. Delo said he was honored to be the fund’s first backer, and he pointed to the problem the money is meant to answer: young people who increasingly meet institutional barriers and economic uncertainty where opportunity should be.

The setting gave the appeal its audience. The Antigua summit, held November 1 to 4 under the theme “Accelerating Partnerships and Investment for a Prosperous Commonwealth,” speaks for 2.7 billion people, nearly a third of humanity. Philanthropy ran through the week like a second agenda. Two days before Delo’s announcement, governments and foundations launched the Commonwealth Nature Initiative, a $202.2 million pledge toward protecting 30 percent of the world’s land and oceans by 2030.

The giver

Delo, a mathematician, co-founded the cryptocurrency derivatives platform BitMEX before turning to philanthropy. His stated interest is human potential: scientific discovery, free academic inquiry, neurodiversity, and Commonwealth collaboration.

This is not his first Commonwealth check. In 2023 he launched the Ben Delo Commonwealth Leadership Programme, a scholarship run by the International School for Government at King’s College London that pays for mid-career civil servants from member states and British Overseas Territories to take master’s-level short courses. In its first year the program funded as many as 100 students. Antigua and Barbuda, this week’s host, could nominate up to ten of its own civil servants.

The Aspiration Fund is that same bet at a different scale, scholarships for individuals traded for an endowment meant to move economies. Grant-making starts in 2027. Between now and then, the fund has one job: making sure Delo is not the only name on it.
