Georgia Senate Approves $409 Million for New Forensic Mental Health Hospital

The Georgia State Senate has approved a $409 million budget addition to fund the construction of a new 300-bed forensic mental health hospital — the first state-built psychiatric facility in more than six decades.


The proposed hospital is designed to serve individuals involved in the criminal justice system who require intensive psychiatric evaluation and treatment. Lawmakers say the investment aims to reduce overcrowding in local jails, where many inmates with serious mental health conditions are currently housed due to limited treatment capacity.

What “Forensic” Means


A forensic mental health hospital specifically treats individuals whose psychiatric conditions intersect with the legal system. Patients may include those found incompetent to stand trial or individuals requiring mental health assessment ordered by the courts.


Unlike traditional psychiatric hospitals, forensic facilities operate with heightened security measures while maintaining a clinical treatment focus.

Economic and Public Safety Impact


In addition to improving care access, the project is expected to generate construction jobs and long-term healthcare employment. Advocates say the upfront investment could reduce future costs tied to incarceration, emergency care, and repeated legal proceedings.


Lawmakers emphasized that untreated mental illness in correctional settings can prolong incarceration and increase recidivism. Expanding mental health infrastructure is viewed as both a healthcare and criminal justice reform measure.
